Genom Litauens ambassadör i Sverige har vi fått önskemål om vänort i Sverige från en rad litauiska kommuner: Akmene, Elektrenai, Jonava, Raseiniai, Rokiskis, Sirvintos, Svencionys och Visaginas samt samt två barninstitutioner i Silale. Vi återger kommunernas informtion om sig själva utan några redaktionella bearbetningar. Akmene

DESCRIPTION OF MINICIPALITY OF AKMENE DISTRICT
The center of Municipality of Akmene district is Naujoji Akmene. Its mayor is Mr. Anicetas Lupeika.
The territory of the district makes up the area of 844 sq.km and there are 30 148 inhabitants. In the district there are six headman’s districts: Naujoji Akmene town, Naujoji Akmene countryside, Akmene, Papile, Venta and Kruopiai. There are 18 839 inhabitants living in towns, 11 309 in villages. The number of women is large (16 014) than that of men (14 134).
The community is mostly Roman Catholic. There are seven Roman Catholic churches in the district, subordinate to Telsiai diocese.
National structure of the inhabitants is rather uniform in the district: there are 28 610 Lithuanians, 820 Russians, 285 Latvians, 129 Ukrainians, 94 Polish, 89 Belarusian.
This is the land situated in Samogitia (Zemaitija) in the Northern part of Lithuania, by the Latvian border, the river Venta and its effluents – Dabikine, Virvyte, Vadakstis.
For education of young people there are 7 secondary, 4 principal, 6 primary schools, 7 pre-school upbringing institutions, 2 music schools and 2 their branches, sport center, school students’ self-expression and adults’ education center. Moreover, there are clubs (cultural center), libraries. The historical and cultural heritage includes more than 200 historical and cultural monuments.
There are large strata of limestone usable for production of cement and lime in the district. The land is fertile and suitable for plant-growing and cattle-breeding. Therefore, powerful industry of building which determined development of the whole district was established here. There are large building industry companies operating: SC "Akmenes cementas", SC "Kalcitas", SC "Naujasis kalcitas", Joint German and Lithuanian company "Eternit Akmene". 9 building industry, 2 light industries, 13 food companies operate within the limits of Municipality. In total 570 various companies, institutions and organizations have been registered here.
There are 7 companies and 18 farmers operating in the field of agriculture. Farmers specialize in cultivation of wheat, pig breeding and dairying.
Municipality of Akmene district keeps in touch with Konin town in Poland, Bocholt town in Germany, Jelgava district in Latvia. We would be pleased to create contacts with town of other countries.
Municipality of Akmene district is ready to co-operate with partners in the fields of economics, culture, sports, education, tourism, business, and environment protection.

Elektrenai

General Description of Municipality
Elektrenai town was granted the rights of self-governing and elected 25 members of the town council at the election of municipalities on March 19, 2000.
Mr. Kestutis Vaitukaitis is the Mayor of Elektrenai Municipality.
Elektrenai Municipality governs eight rural districts: Elektrenai, Vievis, Semeliskes, Kietaviskes, Giluciai, Pastrevis, Beizionys and Kazokiskes. There are two towns: Elektrenai and Vievis, as well as five smaller rural settlements.
The area of Elektrenai Municipality is almost 55 thousand hectares and its population is about 32 thousand.
The center of this self-governed territory is Elektrenai town. It is situated close to the highway Vilnius-Klaipeda, at the half way between Vilnius and Kaunas.
Electric Power Station is situated in Elektrenai, which uses only 3 per cent of its power. It is the most important reserve of Ignalina Nuclear Power Plant.
The enterprise "Automagistrale" which supervises the main high way of Lithuania works in the territory of Municipality. There is also the joint-stock company "Kelda" supervising the roads in the territory of Elektrenai Municipality.
Attention is paid to agriculture in Elektrenai Municipality, agricultural products processing is developed (flour production). A complex in which pigs are raised works, joint-stock company "Vievio paukstynas", which specialises in eggs production and exports a part of production, is in Elektrenai Municipality.
Besides, small and middle-sized business is developed in Elektrenai Municipality: wood processing, furniture production, fishery, gardening; and services like: trade, dressmaking, hairdresser’s saloons, shoemaking, car service.
33 educational institutions of various types are in Elektrenai Municipality: Elektrenai "Versmes gymnasium", high schools, arts and music schools, schools-kindergartens etc. There is a good basis in Elektrenai Municipality to organize leisure time and develop sports: Ice Palace, swimming pool, children park of attractions, Culture Center. In cultural sphere, attention is paid to integration into regional and national programmes, various rituals, folk songs, choreographic dances, stimulating cultural activity and creative work of amateurs.
At the moment Elektrenai Municipality is involved into projects: joint-stock company KORDAB project "Research of the Present Situation and the Needs of Municipality Infrastructure Administration System and Forming Program of Actions", Baltic-American partnership program’s project "Development of Collaboration between Municipalities and Non-governmental Organizations".
Elektrenai Municipality is looking for potential investors and for towns-partners to cooperate in the fields of economy, culture, environment protection, tourism, education, sport.

Jonava

GENERAL DISCRIPTION OF JONAVA DISTRICT MUNICIPALITY
The territory of Jonava municipality occupies 94400 ha.
The population of the region reaches 52100 inhabitants. The region center, Jonava town, inhabiting 34000 people is located on the right bank of Neris River.
In the municipality there are 27 elected representatives. The Mayor of municipality is Mr. Bronislovas Liutkus; vice-mayor is Mr. Rimvydas Paskauskas.
In the region function 11 pre-schools, 5 kindergarten-schools, 9 elementary schools, 12 schools of basic education, 4 secondary schools (one school is taught in Russian), a gymnasium, youth school, Adult education center and 2 institutions of extra-curricular education. Except region museum and public library Jonava region municipality has cultural center and center of physical culture and sports.
The Jonava Region is situated in the center of the country, with distance of about 30 km from neighboring regions of Kaunas, Kedainiai, Kaisiadorys, Ukmerge, and Sirvintos. The region enjoys a very convenient geographical location: the territory is crossed by the highway Via Baltica, there are good local and intertown roads, and the railway connecting Jonava not only with Lithuanian, but also with foreign towns and cities in neighbouring countries: Latvia, Estonia, Belarus, and the Ukraine. Mere 16 kilometres from Jonava there is the Karmelava international Airport. Freight transportation via Jonava is possible by railways as well (main railway routes intersect in the town).
Today the region has 1,650 operating enterprises, of them 33 joint-stock companies, 408 closed joint-stock companies, 833 sole-proprietorship enterprises, 15 co-operative enterprises, 20 public institutions, 53 agricultural companies, and 288 enterprises of other kind. The Council of Jonava Region Municipality owns 100 per cent of shares in eight enterprises operating in the field of services.
The biggest enterprise in the region, AB 'Achema' is the largest producer of nitrogen fertilizers in the Baltic region. Other enterprises are successfully manufacturing furniture of natural wood, producing cotton, and linen, woolen and synthetic fabrics. Food processing is developed as well. There is building, reconstruction and other services enterprises.
The Jonava Region has optimal conditions for the development of business and production: compared with other regions of the country, prices for land and dwelling premises are quite low, while supply of land, lodging, and cheap qualified manpower is sufficient (specialists of technologies and engineering, commerce, business management and administration, and workmen skilled in building, metal processing, transport and communications).
Our businessmen are looking for partners abroad and for potential investors.

Raseiniai

GENERAL DESCRIPTION OF THE MUNICIPALITY RASEINIAI DISTRICHT MUNICIPALITY
Raseiniai - a city in western Lithuania. It covers the area of 157,3 thousand hectares, 4,3 thousand of this area take towns and villages, 2,8 thousand hectares-industrial companies and roads, 99,2 thousand hectares – agricultural land (63 % of district’s area): plough land – 56,21 %, fields and pastures – 6,09 %6 roads – 1,8 %, buildings – 2,85 %, 2,6 % of the area are unused. Forests take 36,0 thousand hectares (about 23 % of the territory), 3,9 thousand hectares – water (2,5 %). About 101,3 thousand hectares of the land are drained (almost 65 % of the whole territory). Raseiniai district’s population numbers 46 285.99 % of the population are Lithuanians, 0,5 % - Russians, 0,5 % - of other nationalities. The centre of the region is Raseiniai. There are 12 districts, 2 towns (Raseiniai with the population of 13,56 thousand people and Ariogala – 4,12 thousand people), 7 small towns, 2 railway stations, 585 villages.
AGRICULTURE
There are 99,4 thousand ha of farming land in Raseiniai region, out of this 88,2 thousand ha is arable land, 9,7 thousand ha – meadows and pastures, 1,3 thousand ha – gardens and berry fields. Majority of the region’s population live in villages and engage in farming. There were 1983 private farms registered by 1 January, 2000. The area they occupy is 26,8 thousand ha. Average farm at this time is 13,5 ha. There are 11 agricultural companies, two cooperative agricultural companies ("Zemyna" and "Didziuliai"), one farmers union "Raseiniu sodai", private company with foreign capital "Agra Corporation", engaged in plant-growing.
BUSINESS
There are 17 joint-stock companies, 162 private companies, 681 personal enterprises, 7 cooperative companies, 8 companies of special purpose registered and operating in Raseiniai region. 13 % of region’s companies engage in industry, 60 % in trade, 15 % in agriculture.
Main industrial companies in the city are: AB "Satrija" making clothes and exporting it’s production to Western European and CIS countries; Lithuanian-Russian joint venture "Litmos" producing meat products; private company "Litlotas" processing timber; private company "Vianre" engaged in international freight transportation; AB "Mirkliai" building and repairing roads. Local businessmen have established joint ventures with Canadian, Polish, Russian and American businessmen.
Raseiniai regional government has signed agreement of cooperation with Mulhauzen city Mayor’s office in Germany; close links exits between interrelated cities Raseiniai and Rapla in Estonia, Mlava in Poland.
Raseiniai district municipality would like to find a partner in EU in order to collaborate in the field of sport, tourism, culture, education and business development.

Rokiskis

The main news about Rokiskis Municipality
The territory of Rokiskis region is 1806 km2. There are 46,000 hectares of forests, 99 lakes and 42 rivers. The population is 46,200 people, about 18,000 live in Rokiskis town.
The region is known for its beautiful landscape, museums, nice churches and old estates. It attracts about 20,000 tourists every year. The community of Rokiskis manages an interesting cultural life. The main industry of the region is food and oil processing, machinery manufacture, light industry. Rokiskis has got partners in Latvia, Poland, Russia, Denmark and Italy.
Our economic growth and development has not enough investment. Rokiskis Municipality would like to co-operate with new partners in educational, sport, health, business, agricultural, tourism projects. We are looking for partners from Norway, Sweden, Germany, Denmark.

The Children Care House in Pajuris
The Children Care House in Pajuris wishes to establish contacts to homologue institutions in Western countries in order to share experience and build links among children.
The Children Care House was founded by the municipality of Silale district in Western Lithuania in 1999. There are 40 children and teenagers in the House (orphans, abandoned by parents, handicapped). Their age ranges from 2 to 19 years.
The children have a possibility to follow the curriculum of a basic school. There is a special programme for handicapped children.
The administrative and educational personnel of the House comprise 23 people.

Pajuris is a small town in Western Lithuania, approximately 70 km eastwards from main Lithuanian seaport Klaipeda.

Sirvintos

General description of the Sirvintos District Municipality
The Sirvintos municipality is interested in establishing and strengthening a sustainable partnership with EU country municipality for the purpose of exchanging experiences and skills relating to local economic development. We appreciate a new twinning with the authorities in Sweden, Denmark, Finland, Ireland, Germany or EU Member State.
We could then seek financing in the EU structural funds for major objectives.

We are interested in promoting cooperation in the following activities:
·Development of the agricultural and industrial sectors
·Solutions for environmental problems
·Economizing the use of energy
·Attraction of tourism.

The territory of Sirvintos Municipality is crossed by the highway Vilnius – Riga, 52 km from Vilnius, capital of Lithuania and about 20 km from historical capitals of Medieval Lithuania Kernave and Trakai. Thirty km from Sirvintos there is the large, modern hotel "Villon", and in Sirvintos there is the small hotel "Lelija" and private B&B.

Being very close to the main industrial centre, Vilnius, Sirvintos Municipality is not rich in industry - mainly small private enterprises or subsidiaries of big state companies. The majority of the population is employed in Vilnius, or in agriculture, which is the main branch of economy in the region. The principal crops are cereals and vegetables. Pig and cattle breeding is also traditional and popular in the region. There are some horse stud farms where horses are mainly raised for sports. There are a few farmers involved in bee-keeping.

There is a number of fishing pools, mostly used for recreation and angling The area is scenic and picturesque with 28 inland water bodies (the area of which is 600 ha), forests covering 27 per cent of the area, with old estates and mansions, and therefore suitable for developing tourism, hunting and angling. There is a large number of good buildings suitable for business that could be rented or purchased.

Today the municipal authority is thinking about a new infrastructure for the development of the region, so any ideas are welcome and valuable.
There are 5 secondary, 11 basic and 10 primary schools in the region, 6 pre-schools, a music school, a sport school, special children education and care home. There is a hospital and a primary-care health center.

General description of the Svencionys district municipality
The territory of Svencionys municipality occupies 1692 km². There are three towns: Svencionys, Svencioneliai and Pabrade. The population of reaches 32992 people: 47,4 % Lithuanians, 28,8 % polish, 16,2 % Russians, 5,5 % Byelorussians, 2,1 % other nationalities. Directly east of Svencionys is the border between Lithuania and Byelorussia. Our district is most beautiful landscape in Lithuania: water occupies 3% and forests 53 % of all territory of municipalities.
In the municipality there are 25 elected representatives. The Mayor of the district is Mr. Vytautas Vigelis.
Svencionys region is rather agriculture one where 13876 people live in villages. There are about 550 business enterprises in region. Priorities of economy there are:
- wood processing;
- sewing establishment;
- woods wealth processing ;
- herbs processing ;
- tourism;
- agriculture;
- fishing establishment;
- transport;
- Medical industry.
Our businessmen are looking for partners and potential investors. Especial we are looking investors in tourism industry.
Svencionys district municipality at this moment has agreements on cooperation signed with Rumia town, Swidnica town, Wejherowo and Mrangowo districts from Poland.

Visaginas

Visaginas Municipality
Visaginas municipality is located in the Eastern part of Lithuania, near lake Drukshiai. The area of Visaginas Municipality is about 5000 ha. Visaginas Municipality has about 30 thsd inhabitants. Their nationalities are: 15% Lithuanian, 52% Russian, more than 9% Byelorussian, more than 8% Poles, nearly 5% Ukrainian and also people from Tatarian, German, Latvian, and Armenian. 38 nationalities live on the territory of Visaginas municipality. Various events of the national minorities are organised by the centre of national cultures. The municipality has about 70 very active NGOs.
Visaginas Municipality has young, well-educated inhabitants. 15% of them are university graduates, and another 21% have other higher educations. And the yearly number of university graduates per 1,000 inhabitants is among the highest in the region.
There are 7 schools in Visaginas municipality, of which 5 are Russian schools, 1 grammar school and 1 Lithuanian school.
Visaginas houses a Polytechnic School with about 800 students. The school offers the following training programmes: joiner, electrician, welder, auto mechanic, tailor, food preparation worker, waiter, secretary, etc.
There is also a music school, and the acrobatics school of Visaginas is the acrobatic centre of Lithuania, bringing up European and world-wide prizewinners. Good conditions for sport and active rest are created in the city: a stadium on 5 thsd seats, 2 sport complexes, tennis courts, canoeing base, illuminated skiing, roller-skate lines.
Visaginas is distinguished by a big degree of computerisation: every third family has a computer with access to the Internet. A big degree of computerisation also exists in schools and at Ignalina Nuclear power plant.
The functions of urban management are carried out by the city council, which consists of 25 members working in 4 committees of the council. The function of city government is carried out by the Mayor of the city. On 15 April 2000 Mr Vytautas Rachkauskas was elected as mayor of city. The executive functions are carried out by the administration of the city.
There are very many businessmen in the city. The majority are trading enterprises, public nutrion, transport services, fulfilment of repair work, and household services. When private investors are involved into the employment program for the population, tax privileges are guaranteed. Potential investors have a large choice of investment directions. Any of them will be given highest priority, being desirable for the authorities of the city.
There are many good reasons, why to invest in Visaginas: Visaginas municipality is strategically located in the gateway between the EU and CIS. Utilities, rent, building, overhead, service, and living costs are among the lowest in Central and Eastern Europe.
At this moment Visaginas municipality cooperates with countries like Germany, Ukraine, and Poland in various spheres (training of businessmen, overcoming of social consequences after closing the nuclear power station, and cultural exchange.).
